Trouble getting connected to dialup

My cousin who live up the road has Verizon phone but can't get DSL she is a newbie so I have been helping. The computer she had we had to get a USB modem but coud never get a connection with the ISP so we changed to Core.com and till got not stay on. We would get on and it would start to load the page then it would go off. Core had me put a string in for the modem with a slower speed but morer stable connection the best speed was 28.8 kbps so they had us call verizon to check the line which the came and replaced the phone line and we got on with a speed of 48 kbps then after a week it slowed down to between 9 and 26 kbps it would connect bur after a few minutes go off...Core had us call Verizon to do a line test when she called them she had a bad connection and the lady schedelued a visit by tech they never showed up and they called and said the line was fixed and cancelled the trouble ticket while talking to them she asked for a supervisor who got on and she asked for a line test which the lady said I can't do it with you on the phone more conversation about still not being able to get on with a very snooty supervisor and my cousin hung up mad with no test being done. Corecomm wanted a test done before moving on Any ideas would be appreciated. Greg

cannot be made remotely. A tech must come out. Escalate as high as needed to get a tech to make a visit. Threaten to call Verizon headquarters, and do so if needed.
