Trouble cancelling a order from Samsung that hasn't shipped

So how do I resolve this issue with Samsung;
I ordered a new note 9 and several days later I decided to cancel my order. I tried to cancel the order online and am told that I need to call customer support. I called customer support and they stated they are unable to cancel the order. I asked why because the phone was not shipped and the expected date of shipment is in September. All they would say is I am sorry but we cannot cancel at this time.

After several calls 1 csr suggested I wait and watch for the item to be shipped then call the shipper and try to cancel the shipment before it even comes to me. He said do not receive the shipment. This is difficult as I work in a larger company and packages are received by many people.

This just not sound right to do business this way? Is this really their policy?
How would I escalate this?
