The cache only consists of the items themselves to decrease load time; Windows does not maintain a list of notifications that the third-party applications display. Thus, unless it was logged in the Windows Event Logged (system events and those specifically added by third-party apps), there's no common record to refer to.

I have turned off "balloon tips" in the "Notification Area"/"System Tray" by creating/setting a DWORD "EnableBalloonTips" = 0 under:
HKEY_CURRENT_USER \ Software \ Microsoft \ Windows \ CurrentVersion \ Explorer \ Advanced
This has made life much less annoying, but every once in a while I hear a "boop" and I want to know what message I missed. Is there a way to find a history, log or list of the messages that have been sent to the Notification Area? I see that CCleaner has an option to clean the "Tray Notifications Cache" but I don't know if this cache is an a readable form for review.
