Tracert Issue - Third Return Beyond TTL - Why???

Periodic latency appearing when hitting Internet
Doing tracert on WinXP...results follow:

Missing time in third field is on mutiple systems. Tried new router, bounced everything, and so on... still get the third field to only show star. Also, it only starts at default gateway for the cable modem.

Why is the third value a star? Looking for possible answers to this as ISP is not being very customer friendly. Thank you!

Third time period is not populated is my main issue

The TTL on the third field is over the time limit. Latency is great on the first two values, but sucks on the third. I have searched the internet for a good answer and have not found one. Am hoping someone here might be able to answer why I might be having the issue.

The routes and stops inbetween do not have to return the ping so the time is not measurable. This is not a bug but a choice made by those that configured the router.

Step back, breathe and measure the ping time to the final destination. That is what is important.
