traceroutes terminating at two points along the internet

I've recently had a problem in which traffic to two sites (www.unix.com and www.conferenceservers.com) terminates before reaching its destination. I worked with my ISP and did traceroutes and found that the traffic is terminating along the way:
traceroute www.conferenceservers.com
traceroute to www.conferenceservers.com (74.220.121.20), 30 hops max, 40 byte packets

My ISP said that they have opened tickets for these issues but obviously it's gone no where. Does anyone know how/to whom this could be escalated? I see numbers to call if you're a customer of theirs, but no number to call for something like this.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
