Toolbar does not retain settings

I have Win Xp SP3 Home Media Edition.
I constantle arrange the toolbars in my IE window to aligh them selves in certain positions and then lock the toolbar. Seems when I open a new window, the toolbars are back to their previous positions and they take up about 1/4 of the screen. I keep unlocking toolbar and moving and locking. Is there a specific place I need to perform the toolbar aranging to it will stick?
