Thanks for the research you did though. I'm thinking that if the phone can run Java apps, there may be a way to do this. Maybe with an app that reads .vcf files or other types of backup files for contacts. Or maybe the phone itself might be able to do this.
It's a bit hard right now to figure it out, as I'm not in the same city as my dad so I don't have access to his phone.

Your question was how to move 600+ contacts from your dad's old Android phone to his new Evolveo Strongphone.
Indeed, the specification on http://www.evolveo.eu/ftp/mobile_phone/strongphone-wifi/datasheet/StrongPhone-WiFi_DataSheet_EN.pdf (worked fine with me, not with my colleague) shows it to be not an Android phone, but having some own OS.
My answer was like this:
If it isn't mentioned in the user manual, I'm afraid it's not possible.
You can try to contact there customer service at http://www.evolveo.eu/en/support. Alas, in a review on amazon (http://www.amazon.co.uk/product-reviews/B00KU4KUPG) I read "I have never experienced worse customer service than I have from this Czech company, so that doesn't look very promising.
Your choices then:
- return the phone and buy another one that's more compatible
- (if not returnable): give it away or sell on eBay and buy another one
- accept the situation and start typing those contacts into the new phone
