What is the easiest way to convert the video tape to either CDs or DVDs?

You can buy a USB device, that is what I use, or a PCI card to install inside the case. ADS, Pinnacle, Plextor are just of few of the brands out there. Do a Google search for video convertors and you will find a lot of information. This is just a sample:
