Title bar shifts out of reach on CS4 files

Hi - I am fairly new at this, and my computer is a Mac Pro OS 10.6.2.
I am writing about a frustrating thing that happens in Photoshop, Illustrator and Dreamweaver, whether I have one file or multiple files out.

I scroll down or zoom in to work on something and when I finish and try to move the file on the screen, I cannot because the title bar, which I have to click on to move it, is under the menu bar of the application! So I have to repeatedly go to the Workspace or Arrange on the menu bar, change it to Cascade or Tile, and then put them back into Tabs, my preference. This happens repeatedly in the same session. I am not aware of sliding them up there myself, they just seem to migrate on their own!

I have looked in the prefs of the apps and of the computer to see if I can make other parts of the file accessible to click and reposition the file, but I'm out of luck so far.

Ideas, anyone? I'm probably going to embarrass myself and not know or have forgotten about some basic thing,..

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
