For a Character (++) Help file, in Windows, try ASCIIcat
Feb 6, 2006 4:15AM PST
ASCIIcat, a free Windows Help file has that information and a lot more, such as Character Converter, Characters Sets, DOS Line Drawing Characters, Windows Key Codes, Font Information;
PLUS! Units Conversions, Resolution Converter, Holidays for various countries;
PLUS! Windows and DOS and Internet Color information, a pixel and point and screen ruler, info on paper sizes;
PLUS! Words often misused, explanation of parts of speach, guidelines of capitalization and use of apostrophes; accepted Elements of Style;
PLUS! Country and state information for things like abbreviations, capitals, zipcode and phone info;
PLUS! ASCII data (oh! yeah, that too. Hence the name Happy )

All free, and I have used it for years. I place it on all my computers. It does not require anything running on your PC. It is a just a Help file, that when opened, has a very nice selectable Table of Contents, and even a quick-pick list. It is a real nice addition to your Windows toolbox.
