Time machine recovery when original computer is lost

I'm drawing up a bushfire plan and I need to know if I can recover all files from a Time Machine external HD if the original computer is destroyed.

The short answer is yes,

the long answer is that the new computer must have an OS installed on it for the Time Machine backup to function.
