Time Adjust

My OS is XP Pro, when right-clicking the "Time" icon on my launch pad & choosing the "Adjust Date/Time" nothing happens. I can't change my current time. Your help is truly appreciated.

When i double click on ''change the date & time'' from the ''Control Panel'' icon nothing happens. I am expecting a new window to appear so i can change the date and time.

panel icon does not work but have you tried right clicking the time down in the sys tray.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
