THrottling different computers internet speed over a network

my brother has somehow throttled my computer to 70kbps, and the laptop to the same. At first i thought we just got capped for downloading too much, but his internet runs fine. I cant seem to find the option in my routers settings to fix this, im using a D-link, DI-542

can anyone help, please

If you suspect the router ...

try a direct connection to the modem and see the difference.

If you think your brother did something in both of your computers, do a system restore and change all passwords.
