He was talking about UNfamiliar faces. In the current situation, with the campaign going on for the better part of two years, I doubt many will admit to seeing an unfamiliar face.

..... in local elections. I know I have never heard of many candidates running here for local office.

In a recent one, I attended a meeting with 2 candidates who would speak to us. I already knew the one. The other, I found myself focusing on his hair. It was well cut, but I pictured that if it was allowed to grow out, it would be absolutely wild. But I forced myself to listen. BTW, he won.

But I think in many elections, especially national ones, the decision is made when the name is announced.
