As a kid, I remember the Halloween "Fun without destruction" campaigns so, yes, there are limits. Stay within those limits and no one should bother you.

Now, I know you must be going somewhere with this so I'll add to the above statement
that limits do not mean imposing further restrictions on all because of the few who cannot keep within them.
