Don't be surprised if they do build a pipeline.
Virginia built one from lake in mid-NC to carry water all the way to Virginia beach area. The river feeding the lake does come from Virginia, so the arguments back then about 'stealing' water from NC etc were a bit nonsense.
BUT since unlike the towns along the river, Virginia Beach doesn't return their treated sewage to the river basin, ever since then there has been more low water problems on the river and it's feeders downstream. During the summer, brackish (even salt) water can extend fair way up from the sound into the river.
They should have had to build a double line while they were building, to return the water after they were through. Of course, there have been some other complaints that (like many coastal towns/cities) they're slack about treating the effulent befor dumping in the sea. Since it dilutes so quickly, hard to detect any effects, if any.
