Those who leave now will lose less than those forced to leave 10 years from now due to lack of water, or having to pay premium prices for water. Now, let's see if the western states will soon start demanding a pipeline from the Mississippi or Missouri Rivers to support their expansion. We did it for oil in Alaska, it's not inconceivable Congress might consider it for water in the Continental US area.

Or they could start to act like they live in desert and arid regions. Get rid of the grass lawns. Lose the fountains. Stop spray wasing the driveway.

...they wouldn't try to grow it on top of too porous soil. Scrape the top foot off, put pond liner under it with an overflow area for wet season, add soil back on top of it mixed with moisture absorbing material like peat moss. That way all water will get used by the grass and less watering be needed.
With "leaf blowers" being so popular, I imagine many westerners use those instead of water anyway to clear driveways.
Swimming pools should have a plastic liner floating over them when not being used.

There is still a huge loss to evaporation to support a plant that is evolved for a completely different climate. If you live in a desert, live with it! You knew you were in a desert when you bought the house. Remember the cactus and stuff?
How about a broom? No wasted water. No exhaust fumes. Or you could leave the dirt on your driveway. It is a driveway after all.

Hi, Dan.
This has been a real problem in El Paso. One guy was in danger of losing his house after paying for professional "desert landscaping" of the sort done in Phoenix (colored rocks in patyterns with cacti and other desert plants), being fined by his homeowner's association for failure to "maintain a properly kept lawn" (or words to that effect), and refusing to pay the fine. Last I heard they were suing to foreclose, but this was last Fall. No link, sorry...

Don't be surprised if they do build a pipeline.
Virginia built one from lake in mid-NC to carry water all the way to Virginia beach area. The river feeding the lake does come from Virginia, so the arguments back then about 'stealing' water from NC etc were a bit nonsense.
BUT since unlike the towns along the river, Virginia Beach doesn't return their treated sewage to the river basin, ever since then there has been more low water problems on the river and it's feeders downstream. During the summer, brackish (even salt) water can extend fair way up from the sound into the river.
They should have had to build a double line while they were building, to return the water after they were through. Of course, there have been some other complaints that (like many coastal towns/cities) they're slack about treating the effulent befor dumping in the sea. Since it dilutes so quickly, hard to detect any effects, if any.
