Each developer uploads his/her program to Cnet's download.com for redistribution as-is. Since Cnet doesn't modify the downloads it's likely:
1.) A faulty installation, which can happen at any time. Try uninstalling/reinstalling.
2.) A glitchy version. Try uninstalling and downloading a newer or older release.
3.) An internet connection issue, be it with your ISP, your security software, etc. Try whitelisting it and/or running it in Safe Mode with Networking.
