The language on my computer suddenly changed.

I have a H.P. Pavillion with upgraded memory and have windows xp professional installed also windows 2003. I was surfing a Russian web site ( I have dsl with bellsouth) and suddenly all the windows dialog boxes changed to a symbols code that I assume is Russian The Headers and title lines are English but any type of information or option are in the code also the address bar types in as the code. I tried changing the setting at the DOS prompt but tha doesn't affect windows. I also was able to get to control panel by deciphering some of the code by subsistution and that doesn't appear to work either. Is there anything that I can do short of reinstalling all the programs. I am new to all this and any advice would be appreciated

I forgot to mention that I tried the system restore and that didn't do it either. WAPLL
