The Blinking is Driving me crazy now..so here I am

What Blinking you ask? My Computer screen blinking. Now you might say to yourself ?Oh it?s just the refresh rate.? However if it was that easy I wouldn?t be on here trying to find the answer. Here is the breakdown of the issue:

The Facts:
It is a laptop for work
It is an HP
The chip set is ATI Radeon x1300
It is hooked to a Samsung monitor at work
This issue happens even to the laptop?s LCD screen
The current setting is 60Hz. If it is turned up further it distorts the images so it has to stay at 60

The observations:
It seems to be worse with more applications open
When I play music it will also interrupt the music for a mili second when it blinks


Things already tried:
Had the IT Dept switch out the Samsung monitor. No luck
Had the IT Dept give me a new computer shell with the same hard drive
Had the IT Dept switch out the mother board (Since the video card is built in to it). No luck


This all started when my original laptop?s lcd blew out and the screen went blue

maybe try replacing the cable from the compter to the monitor. also, i kno wthat certain noises can shake a screen, maybe even a frequency in your area. have you moved the computer to a different area and tried to replicate it?

Yes. The cable was switched. No luck (Remember this is happening even to the laptop's screen)

The frequency thing I am thinking is nto the case as it also happens in my home.
