text messages

How to get rid of those text messages that pop-up every time you point a mouse at something (e.g. START, Paint, Wordpad, D-Drive, etc.)?

I think I seen a name for them once, but do not recall what it was.

I looked around for a way to turn them off and it seems like another thing that was hid in a corner somewhere or is not there at all and I will just spend much wasted time looking.
