Text jumps or hiccups up about three lines every so often in all programs. I have XP Professional and Office 2003. However, it happens in Dreamweaver, MS Internet Explorer and Netscape too.

Sounds like a pretty typical symptom of keylogging type spyware. Grab a copy of your two or three favorite spyware scanning programs, use each one to scan your system at least twice. You might be amazed the amount of garbage that Internet Explorer lets others put onto your system without you even knowing about it.

Be sure to keep scanning your system for additional spyware every week to month, lest this problem simply reoccur. Or you could stop using Internet Explorer for anything but Windows Update and stop a good portion of it dead in it's tracks. Not using Outlook Express stops even more.

Or it could be the mouse being defective and generating up-down-wheel-turns at random. A mouse-wheel-click generally is about 3 lines.

Try if disconnecting the mouse makes any difference, or try another mouse.

This could be nothing but Windows refreshing the views in the applications. Some may call it a bug, if not just annoying.

It will also not be consistent across machines since I've yet to find many machines that are mirror images of another.

In closing, there is a Microsoft update that causes a web browser to jump instead of scroll, but I just note it because its too close to what you've written.

I have been having a similar problem but it only occurs when I am using IE. I'm not sure what you meant by your comment:

Does the update cause it or fix it? How would I know where to find the culprit update?

In addition to jumping up and down my screen will also occasionally have words highlighted as if they have been swiped with the mouse but I didn't do it. I have run numerous virus scans that don't detect anything.

Article 824145. It was intended to some flaws
in Internet Explorer. Noted at length at http://www.microsoft.com/technet/security/bulletin/MS03-048.mspx

It may be listed under Currently Installed Programs as Internet Explorer Q824145. Click Change/Remove and retest to see if the problem disappears.

Now, Microsoft maintains a page with Internet Explorer update problems. Read http://support.microsoft.com/?id=325192

It is a critical update according to Microsoft so I think it is more important than the scroll bar functionality.

In closing, if you have mouse enhancement software, that is another source of this issue.

I have this problem both on the Internet and in Windows documents and regardless of which browser - Internet Explorer and Foxfire 3.0

Groups of words jump to non-related sentences

My problem occurs in Outlook Express 6 and is a real headache. I have a business where I reply to email all day long and I'll be typing away only to find that the sentences and words have been spliced and moved. This can happen up to FIVE times per email! I have other problems with the OE as well -- the message rules (sending certain msgs to a particular folder)are completely ignored no matter how many times I reinstate them.
I have tried two different external mouses and make sure my hands and fingers are no where near the keyboard mouse pad and it still jumps.
Also the spell check only works in French. I am really tempted to return to Vista as my downgrade to XP has not been pleasant.
Any HELP!!! would be greatly appreciated

PS I am using a MSI Spartan notebook Spartan Corp. INTEL ATOM CPU N270 @ 160GHz, 133 GHz and 0.99 GB RAM
It is operating on Windows XP Home Edition 2002

Try disabling everything that isn't a key. That is the touchpad and the little stick. Your laptop probably has some program that manages it.

If that doesn't help, try an external keyboard in stead of the internal one.

I'm inclined to think of a hardware issue more than malware or software. So I doubt if returning to Vista would help. Probably the only change would be that the same happens now in Windows Mail in stead of in Outlook Express.

Moreover, Vista on what looks like a netbook (N270, 1 GB, XP)?
