This isn't a standard function of the Windows Explorer. That has a clock at the bottom right, a few standard shortcuts (like volume control, safely remove hardware) and some shortcuts to running programs (such as your antivirus and your video controller).

So I assume it was something you added yourself that put it there. But you didn't tell what it was, so we can't tell you how to get it back. So only a few guesses.
- Possibly it was a function of the software that's related to your video card and there might be a setting somewhere to switch it on or off.
- Right click on the taskbar and choosing properties might have an
option also. In the Taskbar tab of the properties in Windows 7 I can choose what
icons to show.
- On my Windows 7 PC there's an up arrow also. If I click that I can add or remove icons in that area. That's worth a try.

Answer
Turn on the Status bar

In a clear area of the top portion of your Internet Explorer just do a right-click. When you see items like:
Menu bar
Favorites bar
Command bar, and
Status bar
Just ensure you have a checkmark next to "Status bar" (Click on that if the checkmark is not there)
