Text content not selectable for copy

I'm trying to copy and paste from a web page dialog box. However the web dialog does not allow me to select content. Would somebody know how to do this?

Some things operate very strange. Have you ever gone into the Advanced setting of IE and right-clicked on one of the options and selected What's this? You'll get a box with junk written there and it appears there is no way to actually copy the written text. However, if you simply press the key combination,Ctrl+C, it is copied to the clipboard for pasting anywhere else.

Here is the problem description in detail:

I click on this data element link that takes me to a web page dialog that describes the business meaning of the data element.
I need to re-write that into a spreadsheet. I tried selecting the content so that I could copy but the web page diaolog does not allow me to select the content.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
