Or, inside Internet Explorer (procedure for other browsers is different, Marianna's solution doesn't work then either, but then they might be called "Internet cache", not "Temporary Internet files"): Tools, Internet Options, first tab ('general'), boxes in the middle section. Do the delete two times, one time with the offline box checked, and one time without.
There are utilities available that can do this for you automatically. One example is Free Surfer (mk 2), which is primarily a popup-blocker, but comes with an add-on that you can set to clear the Temporary Internet Files some time (say 1 minute) after you close all browsers.
But doing it once a while yourself is not very annoying, I should say.
