Is there another way to close this port regardless a firewall?

The scam.

Let's say I wanted to sell more firewalls. I could devise a test in which I test what ports are open but disregard if there is a service or program that will answer an incoming call.

This scam of a test is evident in many tests. A port is effectively closed if there is no program or service to answer the incoming request.

Got it?

But don't like what I've seen some tests report.

I don't recall what OS you run, but once you get stable on XP or greater, a firewall is needed for that one.
