Technology can solve some of this

At least two of these issues can be resolved with technology. Cars can be designed to block cell phone reception while in the car, or at least while the car is in Drive. Jerk drivers can be punished in real time by designing a system to shut down the car, say for fifteen minutes, if it has been reported for unsafe driving by more than three nearby cars within a span of fifteen minutes. Of course, that one would have to be desinged with the safety issue of the need to get the car off the road before it shuts down in mind. Some would scream about big brother, but hey, we have seat belt laws, why not take safety a little more seriously and make safe driving the law, instead of just recommended.
