TCP fix for Windows XP SP2

I just found out that SP2 limits outgoing TCP connection attempts to only 10 per second. This seems to be the reason for slow downloading via p2p. I was told there was a patch to correct this problem, but not sure where to get it? If there is no patch, is there any way to correct it manually?

Ideas, anyone?
