Taskbar Locking

How do I get the taskbar to STAY where I set and lock it?????? Each time I boot the taskbar returns to the single line and I have to unlock, reset to three lines, adjust it, then lock it again. I do not leave my system on all the time.

System - Custom Built - 3.0g Intel Processor on an Intel D865PERL Mainboard, 1g RAM, 440g storage(2 Ultra ATA + 2 SATA drives). SCSI(2 devices). 2 disk drives (1.4m + 120m). 2 Zip drives. 2 CD-R drives. 1 DVD+R drive. Creative Live Drive IR Audio. ATI Radeon Pro Video. Case is Thermaltake XASERIII with Vantec 520A Power Supply.
Operating System - Microsoft Windows XP Pro
Communications - Verizon DSL Bronze Plus
Virus Blocking - Norton SystemWorks Pro (2003)
Firewall - Zone Alarm Pro
EMail Program - IncrediMail Pro
Spam Blocking - McAfee

1. It's isn't in hide status?

2. The article [Q318027] explains that when WinXP is started, one or more of the following behaviors may be experienced that can occur if the Windows settings for a particular user account are corrupted, and suggest three methods for troubleshooting this problem:

a. When you log on normally, the taskbar does not appear.

b. If you press CTRL+ESC, the Start menu does not appear.

c. If you log on to Windows in Safe mode, the taskbar does appear.
