Task manager and control panel wont open

I have a windows XP and when ever i try to open the task manager, it doesn't open. I try double clicking on my control panel icon on my desktop, but a message or error comes out saying that the administrator disable or something like that? Sorry because I have a Japanese version.
I try running a CMD but then it says:the command prompt has been disabled by your administrator. What should i do? I try the following programs to fix this:
1. Malwarebytes
2. ComboFix

Try all of the procedures below to get Malwarebytes and SuperAntispyware to run on the affected machine:

Because it's tough to eliminate some of the malware while Windows is running, the scanning may need to be done using a bootscan disc which loads BEFORE Windows opens.. The Avira Rescue disc is fairly easy to create and should help clean out some of that junk. Follow the instructions below:

On separate clean computer, download the free Avira Rescue Disc program and create a bootable rescue disc using the instructions below. Once that's done, boot the computer using the Rescue disc and make sure to select the option to "Rename files" per the instructions, then run the scan using the disc.. You don't need to login to your computer as the rescue disc will run "outside" of Windows.

After the disc is created, follow these instructions to run it:

Next, follow the instructions below. The rescue disc should have eliminated enough of the problem to allow "rkill" to run and allow you to install, update, and run Malwarebytes and SuperAntispyware from the links below.. In some cases, after the installation of Malwarebytes, the actual "mbam.exe' file will be removed by the malware.. You can easily replace it by copying the file from a separate computer where Malwarebytes is installed, renaming it, then placing in the correctly folder listed below.:

Download ALL of the tools below on a friend or family member's, CLEAN computer and copy them to a CD or flash drive, then transfer them to the problem machine.

First, please download and run the following tool to help allow the removal programs below to run. (courtesy of Grinler at BleepingComputer.com)
There are 4 different versions. If one of them won't run then try to run the other one.
Vista and Win7 users need to right click and choose Run as Admin
You only need to get one of them to run, not all of them.

IMMEDIATELY after running the "Rkill" tool above, run/install the Malwarebytes and SuperAntispyware installer and update files from the links below which you've also copied to a CD or flash drive, and transfered to the problem machine. Do NOT restart the computer after running Rkill.

Once downloaded and before transferring Malwarebytes and SuperAntispyware to the problem machine, rename the program installer "mbam-setup.exe" file to something else like "Gogetum.exe", then copy the installer file and the update file to a CD or flash drive.. Transfer the file to the problem machine, then install the "Gogetum.exe" file, then run the update to get the program current.. After that, run a full system scan and delete anything it finds.

In a few situations, in order for the program to run, it was also necessary to rename the main "mbam.exe" file also after installing it.. It resides in the C:\Programs Files\Malwarebytes Antimalware folder....

Unfortunately, consequences come with getting infected.

And yes, there is an easier/quicker way to fix the issue.. Use the Recovery Discs, or your Windows XP disc to format the machine and reinstall everything back to factory specs.. If you've got a good set of backups to your files, it should only take a few hours.

A Windows disc is a "required" item, in my opinion..

As to the backup files, as I stated earlier, there can be consequences for a lot of things, including failing to make backups.

Goto run command from start and type gpedit.msc
NOW u will see USER'S CONFIGURATION>ADMINISTRATIVE TEMPLATES
u will see an option for ctrl panel click on it,u will see PROHIBIT ACCESS TO CONTROL PANEL,double click n disable it..
for task mgr go to CONFIGURATION>ADMINISTRATIVE TEMPLATES>SYSTEM>
CTRL+ALT+DEL,DOUBLE CLICK IT n DISABLE THE OPTION for REMOVE TASK MANAGER.......
HOPEFULLY UR PROBLEM WILL BE SOLVED.............

I also tried it unzipped it but then when i click the half broken rubix cube over a paper icon, nothing happenes.
I did some research and i think it might be a worm.

that if this problem is unable to be fixed after the extensive and comprehensive guidance and advice offered in this discussion, then the damage to the Operating System goes deep.

In such cases it may be easier and simpler to copy your important personal files off the hard disk, and start afresh with a reinstall of the OS.

That's great, if your brother's friend's father has the disks, then he can help reinstall the OS.

I assume these 'disks' your brother's friend's father has are the Genuine XP Setup CD's that came with this computer? If they are not and are XP Setup disk for some other computer, or are pirated copies from some torrent or other, then we can offer no further help in these forums.

He are not pirated and he did come over before and reinstalled every thing. I just don't want him to do it again.... I'll be a little embarrassed. He made my computer from scratch, home made.

You might not have administrative privilege

It's possible that the person you speak of who built your computer may have made himself the administrator when he was setting up the computer and then forgot to delete his account when he finished. If that's true then the computer will only recognize him as the administrator and will deny you full control of its use. To solve the problem, he will have to delete his account and hand over administrative privileges to you. This may mean uninstalling the OS and doing a clean install so that you can set up your own administrative account doing the Windows setup.
