Task Manager

When I open Task Manager it comes up and all but there are no buttons like the x to close it and maximize button. Its like the top of it has been cut off. I can only view a box with a all gray square. And only the inside showing. Is there a way to bring it back to normal.

I have the same situation. When I hit Control-Alternate-Delete to open the task manager I only get the first page with whatever programs are running and no control buttons. The only way to get rid of that is to restart the computer. How can I fix this??
