Task manager

I run win xp home.I have norton AV, Zone alarm, and also hardware firewall through my router.I use adware and spyboot search and destroy as well.I can say that my system is clean.I wanted to use task manager and the following message came up "Task manager has disable by your administrator".Is first time I have such a message.I'm the only one using the system and is no password on it.Task manager file is in system32 folder and brings up the same message upon execution.The same message I get when I try to use the back up file of task manager made a while a go with Doug Knox utility.Please advice if is any way I can enable this file.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
