Task Bar program is permantely minimized

Hey guys, I recently encountered a problem with Windows 7 and I was wondering if anyone could help me. Basically my Steam program is stuck on minimize. In other words, whenever I try to maximize Steam, it would stay minimized. I tried unpinning and pinning, rebooting, cascading the windows, displaying programs horizontally and ending process. Any ideas what to do?

Windows 7 Home Premium 64 bit
4 GB Ram
AMD Athlon II X4 620 Processor 2.6 GHZ

I think I was playing Team Fortress 2 and when I closed out of the program, I tried to open Steam, but it wouldn't open up. It stays minimized. When I hover my mouse over the Steam program, it shows the program is working properly, but I can't maximize it.

I've seen some encountering that issue, which often resulting from a third-party's detection of applications entering full-screen mode. For instance, one individual switched from Norton IS 2010 to AVG antivirus and discovered that the problem was seemingly randomly encountered until uninstalling AVG. I have no guaranteed solution except for trial and error: Safe Mode and uninstalling new installations.
