Taking pictures off of TV and posting them on Facebook

What kind of software would I need to be able to take a picture off of a TV screen then post the picture I take off of my TV screen to Facebook? There's a guy who takes pictures of network news anchors and then posts the pictures he takes directly to these network news anchors walls on Facebook, how can that be done?

I see several methods:

1. Use a camera and make a picture of the image your TV. Then transfer it to your computer and from your computer to Facebook like you would do with any other picture that you took (say, a portrait of you).

2. Use your browser to view the TV online on your PC. Pause it. Make a screenprint. Paste into Paint. Save a jpg-file. Then transfer to facebook like you would do with any other picture.

3. Connect your cable or satellite receiver to the TV-in-card of your PC (if it has such) so you can view the TV on your PC. That card should have come with software to view the TV. Then depending on the options of that software, make a screenprint or copy a still image to your hard disk. Then transfer to facebook like you would do with any other picture.
