Because the "best" will involve testing with thousands of cameras and settings that's a trap. I'll share that our DSLRs seem OK here.
But even then I'll take a few shots so I can pick the best one. A tripod helps a lot here.

I want to find out if anybody knows what is the best digital camera for taking pics of an image on a TV. I have a 42 inch 1080i Haier LCD TV and a hand-me-down Canon power shot A1100 IS. Its my sisters old camera. I have found the distance that gives me better results and I take the shots with no flash and all the lights off of course. The TV puts out quite allot of its own light. Still I find I have to take several shots to get one that is not grainy, has lines or some subtle texture to it. Its really hit or miss and i know the camera is old and not the best. So if i'm going to spend money what would you recommend is the best camera to use for my application.
