Taking pics on TV and posting them on Facebook

What kind of software would I need to be able to take a picture off of a TV screen then post the picture I take off of my TV screen to Facebook? There's a guy who takes pictures of network news anchors and then posts the pictures he takes directly to these network news anchors walls on Facebook, how can that be done?.

All I can think of

are either a camera in front of the TV screen, or he is not using a TV but Internet TV through his PC.

You know, I thought I had seen this post elsewhere, but with Search not working properly I couldn't find it. Strangely I have just tried Search again and have found it! Go figure.
