Isn't Rotterdam an especially busy port city? I've heard of moves to reduce some of the smoke from freighters. You know they burn mostly crude, the cheapest they can find.

That Erasmus Bridge is very pretty. He's famous to us Bible guys. Did good work, but contributed to a controversy in the KJV that took over a century to resolve.
