That should be the title page. Some control or formatting is noted at http://office.microsoft.com/en-us/word-help/format-a-table-of-contents-HA102322411.aspx but such questions are usually from folks first efforts in the TOC.
As presented that entry only looks a little off. But it's not the numbers that look off.

I have a problem that is driving me crazy. I have created a table of contents in my document and although the heading numbering and page numbering are all correct, when i create or update the entire table, there is numbering for each line in the table of contents and i cannot find out why. I can remove them by clicking on each numbered line and de-selecting the numbering, but as soon as i refresh the entire table, it comes back. Aaaaaargh! Can someone help? Below is a sample of what it looks like

The 7 is the seventh line in the Table of Contents. The 1. is the correct numbered heading and page number.
