T-Con Board Problem?

Samsung LNT-4661f. I have Vertical lines on the whole screen with or without anything plugged in the inputs on the tv. They are evenly spaced and more of a white color. More noticable on a black back ground. Even when I open a menu on the TV. At the same time there is a horizontal space that does not have the lines and shows the picture perfect. This horizontal section slowly moves from the top to the bottom and repeats. I am leaning towards the timming control board. Any one seen this before?

All techs I know want to see the unit.

And they'll rarely diagnose it from an email or web page. The moving line does not suggest it's that issue.

Understood. As I am a tech myself. Just dont want to take it in to an authorized Samsung repair shop only to tell me its not worth fixing. Samsung will not help with the cost because it is 4 1/2 years old.
