Systems Resources

I run Win98se, 128.0 MB Ram, File & Virtual 32 bit, no disk compression installed, no pc card sockets, C Drive has 16144MB Free out of 19083 MB total. System Resources are typically at 40% and less except when on MS-DOS SafesMode when it is 80%+.
I have followed suggestions from CNET earlier in re shutting down unnecessary startup progsrams, managing files, & cleaning up the hard drive.
I rarely receive the warning that resources are dangerously low but have, while surfing, with resources down to 10% and the systems slowing almost to a stop. I close programs, run Scan and DeFrag and generally have no problem. But why do my System Resources stay typically close to 40% and what can I do to correct this. I have a techie-built system(4 years old) that generally gives problems only when I mess with it and delete things I don't understand.

Thanks for the links. I immediately ordered xe.
I also used SpyBot and found, for the first time, Win Media Player listed, as spyware!? Must I completely remove Windows Media Player to remove the spyware?
