This can be a tough one.

Because you have many areas to explore which you'll soon discover. There is no single place to look or one cause. For this I always check out if my spare Local Admin account is showing this because that would be a sign I need to run an antivirus and malware scan. So let's get into the work.

1. Always have a spare Local Admin account. Here's a link on how for those that need it.
https://www.howtogeek.com/226540/how-to-create-a-new-local-user-account-in-windows-10/

2. Look at AUTORUNS report. The app is from Microsoft at https://docs.microsoft.com/en-us/sysinternals/downloads/autoruns

You want to see what items are calling up cmd.exe and do not make the mistake of wiping them all out. You are looking for the one. Will take practice.

And Because It Could Be Malware...

Click on the link below and run ALL of the tools mentioned in the order listed. It may take a while to run all the scans but it should help ease any concerns about malware causing the issue. The Command window popup at startup is frequently a sign of infection.
