Most late model PCs have the first boot device set as the optical drive. This is set in the BIOS and is accessable only immediately after the laptop starts to boot. You usually hit the ctrl key, or maybe F1, or F10. Each laptop is different, you'll have to contact Toshiba if the above keys don't work, or to get specific instructions for your model.

Once you get into the BIOS, depending on the software, you should be able to choose something like "1st boot device". The drive may have several names like CD, or DVD, or optical drive.
