I press the Start button and have no "system tools" entry. Could you tell if you have something else or is this elsewhere?

Try and Boot from the Last Known Good Configuration or SFC /SCANNOW.

I think your 'start menu' folder is all fouled up. Normally, from the 'Start' button, its 'All Programs' From the long list, there's 'Accessories'. If you rest your mouse pointer on it, you get another list, and amoung the items, is 'System Tools'. If you then rest the mouse pointer on that, you get your list of system Tools. Now-what do you mean by the icons for my system tools are not highlighted ? Do you mean they are greyed out ?

If that happened to me, I would try manually to 'rebuild' the start menu folder, putting the folder and sub-folders in the correct place, using cut and paste. The items are greyed out because they are 'unavailable' because Windows cannot find them since the paths leading to them are all mixed up.

Try System Restore first.
