System Slow To Start

Hi everybody I would like some help with a friends problem with his system.
After Powering up the cursor sits in the top left hand corner of the screen flashing away. Windows does eventualy load but after anbout 10 mins.
Adware - Spyware & virus Scans, also registry cleaners,have been run.
Can anybody suggest a line of action to establishing what the cursor is waiting for???

Here are few details of the system....
Operating System --- Windows XP Home SP2 (build 2600)
System Model--- MEDIONPC MS-7048
Processor----3.00 gigahertz Intel Pentium 4
Bus Clock: 200 megahertz
BIOS: Phoenix Technologies, LTD 6.00 PG 02/12/2004
Generic DVD-ROM SCSI CdRom Device
Memory----512 Megabytes

Please follow the instructions in the links below to eliminate unnecessary start up programs and to clean out the junk files on the computer. It may take a while to perform all the steps but they should help things start quicker and run smoother.

For Windows 2000/XP, ignore the first couple of sentences about checking "resources" and the "Performance tab" in the link below but follow the rest of the procedures including the "Services" links at the bottom.

How To Shut Down Unnecessary Start Up Programs

Because the links for the "Services" are no longer functioning in the link above, use this one:

Now clean out those unnecesary files:

How To Clean Unwanted Files From The Hard Drive

And since you've got Service Pack 2 installed, try tidying up a little with the instructions in the link below:

Cleanup After SP2 Installation

After following all the procedures above, run Error Checking/Chkdsk and Defrag to optimize the hard drive:

Bobby, I had exactly the same problem with the same model Medion PC. The thing would seem to hang before the POST but eventually get through it (but no beep). Also I couldn't get into the BIOS. Anyway eventually I found a fix on the Medion website service FAQs -

Shutdown the PC, turn off the power at the back and disconnect the power cable. After a few minutes reconnect, turn on and power up - fixed!

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
