SYSTEM RESTORE PROBLEM

so...... i have a dell demension 4400, It has xp home with sp2. I was working on it and something went bad so i did a system restore. I don't know if i went too far or what but now all it does is that it loads and goes to the microsoft logo "blue screen" and doesn't do anything after. Tried to load last good configuration, i tried safe mode, i tried about everything. WHAT DO I DO?!?!?!?!? PLEASE SOMEBODY HELP I NEED THIS COMPUTER FOR WORK

working on it meaning i was trying to install some pci card but wouldn't work so i uninstalled at took it out but is irrelevent cuz i started up and worked fine, the problem only came when i decided to perform a system restore and then it did it correctly no interruptions that i recall, and restarted and was just stuck in blue xp logo screen

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
