System Restore not working

I My OS is WIN 7. My System Restore is no longer working. I have tried Safe Mode ,Disabled anti-virus, still not working. appreciate any suggestions

While the antivirus block is a known one.

No details on the antivirus or why you needed to use SR so let's ask you tell a longer story.

This is however not a How To. There is no How To fix this one except for the old reload the OS!
