Did you reformat and reinstall the operating system and all programs? Or did you reinstall the operating system over the top of the previous version? Or did you do "System Restore" while in Windows by clicking on Start-All Programs-Accessories-System Tools-System Restore, then "restore my computer to an earlier time".
Either of the last two will simply go back to an earlier time and may only fix "some" of the problems files. The reformat and reinstall option should wipe everything clean and should give you all options and wizards that came with the computer. If you did the reformat and reinstall, did you reinstall all hardware drivers, specifically any mouse software? Have you reinstalled the camera software as well?

I was compelled to do a total system restore on a Toshiba laptop (XP Home SP1) after an apparent virus took out a few key sys files. I didn't mind, it seemed a good time to find out what was causing slowdowns and problems over the last 2 years. All went fine, only now the P&P USB Camera and Scanner wizard is not available. And I can't use the right mouse button on the start menu. (And maybe other stuff I have not yet discovered) Minor irritations in light of the overall improvements, which I would be happy to share elsewhere. Toshiba said it's an XP issue, MS naturally referred me back to Toshiba.
Any thoughts appreciated.
