System Restore

I've been unable to access System Restore. Each time I try to access it, I get the following message; "Sytem Restore cannot run until you restart your computer. Please restart computer and then run System Restore again." I restart and end up with the same message. I'm running Windows Me. Any suggestions out there? Thank you!
