SYSTEM RESTORE

Till now I thought I knew well about system restore. Using it to fix some problems some new questions came up that I cannot answer myself.
I make a restore point and then without doing anything else, it does not pass not even a minute, I directly restore to that point. The message says sccesfully restored. But there were no changes!!!!
On the other hand sometimes I have restored to a point one week before. n this week I had installed new software and i have copied to C new exe installation packs. After that the installation is reversed and the exe installation packs disappeared but the the message after the restore was saying that no changes were done.

Is this logical??? Do I have a problem now? Or I had but not anymore? Or for some reason I don't know both of the situations are normal???
