system restarts when i try to "run" "msconfig"

hi guys, first off, i just want to say that i have tried searching the forums for an answer. i didn't find any and i really want a lil bit of help soon.

i've read the tips on how to make vista run faster, and i disabled some startup programs by RUN - MSCONFIG - STARTUP TAB - UNCHECK TO DISABLE last night, but when i tried to do this again this morning, the system restarts before the msconfig window appears! i've tried several times and it keeps on restarting! how do i fix this?

also, i have created a restore point (as suggested) before making any changes to the startup programs, if i restore the system, will this fix the problem?

if in case the restarting by itself problem can be fixed, how do i permanently remove the message on the system tray saying that windows has blocked some programs that require permission to start? i still want to know when windows blocks some programs, but for those that i disabled myself, i don't want to see the same message everytime.

i am running a vista home basic on a dell dimension e520. thanks in advance for the help!
