I've helped others from a wipe and reinstall. The reason we try to do the save manuever is that most can't install Windows proper. Why? Microsoft didn't make it easy (hint: drivers, worms, no firewall on most CDs)
So I have 2 recurring concoctions that I use. Here's links to both.
With XP being more prevalent today, I'd add Free AVG AntiSpwyare in place of Adaware/Spybot.

Hope this helps,
if your computer has several problems to do with a bad registry, viruses or anything like that, is it a good idea to do a rebuild? is it a good idea to do a rebuild just for the hell of it? because apparently it can cause "problems" to do with the factory settings or something...im sceptical but id like to know the truth.
